Foster School
District 65 is thrilled to return a neighborhood school to the Fifth Ward community. We broke ground on the new state-of-the-art school, with the capacity to serve approximately 600 students in kindergarten through fifth grade, in summer 2024!
The Board approved Foster School as the new school's name in July 2024. The school's mascot will be the phoenix. Community input for the school name included two community surveys as well as two school name review sessions with the Foster Senior Club and Ms. JoAnn’s class of 50+ third, fourth, and fifth grade students at Family Focus. We are excited to foster a community of learners and leaders in the Fifth Ward!
Since the closing of the original Foster School in 1979, students who reside in the Fifth Ward consequently experienced a disproportionate burden including the loss of a neighborhood school, increased busing and accompanying environmental hazards, reduced sense of community, and lack of access to before and after school programming not shared by other students who had access to walkable neighborhood schools.
As part of our student assignment planning process, the new Fifth Ward School was approved by the School Board in March 2022. However, as a result of budgetary concerns for the cost of a larger K-8 school, the decision was made by the Board in January 2024 to pivot to a smaller K-5 design. We anticipate the opening of the historic new school for the 2026-2027 school year. The sections on this page will stay updated as more information becomes available.

Will students be able to use the current playground between Fleetwood-Jourdain and Family Focus ?
During the school day, students will be required to stay on school property and play on the new playground to be constructed adjacent to the new school building. At other times, students are free to play on the public playgrounds both on school property and the existing playground between Fleetwood-Jourdain and Family Focus.
Will there be enough parking spaces available for the teachers and Fleetwood- Jourdain staff?
How will additional cost increases be handled? Is there a chance that “specialty spaces” become options?
Specialty spaces that meet our educational program requirements and commitments will not become options if the cost of the project exceeds our current budget. We have identified a list of non-program related features that will be considered for design modifications if additional cost increases exceed the contingency funds available in the budget.
Is the school going to be operational for the 2026-2027 school year?
What are the considerations for enrollment at this neighborhood school? Will students who do not reside in the 5th Ward be admitted?
In the 2026-2027 school year, the school will be open for all K-5 grade students who reside in the 5th Ward and students who were attending Dr. Bessie Rhodes School of Global Studies. Other students who do not reside in the 5th Ward will be required to follow the District’s permissive transfer policy to be considered for enrollment in the new school.
What should I know about accessibility and the design of the school?
What will the sensory room consist of?
The sensory room will be a safe, quiet space that uses a variety of stimuli to help students develop their senses, relax, and learn at their own pace. The sensory room will include adjustable lighting, flexible seating, objects to provide appropriate sensory stimuli, sound equipment such as an MP3 player with headphones, and other equipment such as therapy balls, interactive wall boards, or multi-sensory equipment like a musical touch wall beanbag chair.
Construction and Infrastructure
- What safety measures will be in place for the community while the school is being built?
- What security measures will be in place to prevent vandalism to the building as it is being built?
- Will there be a guarantee that the cut back of the sidewalk will only be on the side of the school?
- I live right across from the new school site. Will there be dust and noise mitigation efforts?
- Will there be a plan for the pick-up and drop-off of the students before and after school when the kids are dropped off at Family Focus and Fleetwood?
- Who can we reach out to for City of Evanston questions regarding street entrances/parking, etc.?
- What other infrastructure improvements are planned? (i.e. traffic lights/crosswalks on Emerson)

District 65 is working closely with the City of Evanston to meet traffic and parking requirements that create a safe and functional school and that serves the needs of nearby residents and businesses. Are LEED Silver credits being followed as a guide or will the building be LEED certified at the silver level?
Our current (7/1/2024) program design includes budgeted allocations to cover the projected cost of certifying the building to meet LEED Silver certification. Since cost estimates have not been finalized to complete the school, certifying the building for LEED designation is not guaranteed at this point in time.
Will you be able to preserve parkway trees on Ashland?
We will be able to preserve some of the parkway trees on Ashland on the southern end of the street by the new parking lot and one by the main entrance on Ashland close to Simpson St. The City is requiring a curb cut to ease traffic during drop off and pick up so that will require removal of the existing parkway trees along the side of the new school.
Will there be electric car chargers in the parking lot?
How will the roof space be organized to maximize the space available for solar PV?
Will the windows be operable?
The current plans do not include operable windows. The primary reason for non-operable windows is to maintain the integrity and proper functioning of the high efficiency HVAC system within the new building.
The HVAC system for the building relies on a fresh air intake system that provides fresh air to all areas within the building at all times. With modern technology around monitoring and controls for building pressure, humidity, and temperature, the new HVAC system will create a comfortable learning environment for all building occupants at all times with filtered dedicated fresh air to every learning space.
If operable windows were included and left open during extreme weather conditions (winter/summer months) the system would require monitoring and automatic shut-offs to protect the equipment from damage due to overexertion. The goal with the specified high-efficiency system is to provide comfortable and clean environments for students and staff while limiting the carbon emission to the environment.
What are the various systems planned to achieve 95% electric operation? HVAC, food service, domestic water heating?
Our heating, ventilation, and air conditioning (HVAC) system will consist of air source VRF heat pumps and air source heat pump DOAS. VRF stands for Variable Refrigerant Flow and uses refrigerant for heating and air conditioning. VRF systems are ductless and consist of an outdoor unit that's connected to multiple indoor units by refrigerant piping. The outdoor unit can adjust its capacity based on the needs of each zone, which can save energy and improve comfort.
DOAS or Dedicated Outdoor Air System, is the fresh air intake system that conditions and filters outdoor air before it enters a building.
There will only be electric water heaters in the building and all-electric appliances in the kitchen.

Building Design
Foster School by the numbers
District 65, in collaboration with Cordogan, Clark & Associates, is planning for a state-of-the-art K-5 school building with a capacity of 600 students.
Grades: K-5
Capacity: 600 students
Size: Approximately 80,000 sqft
Estimated total cost: $48.4 million
Classrooms: 24
Expected to open: Fall 2026
The building is also being planned to include the following:
- dedicated spaces and storage for arts and special classes (drama, music, art, band/orchestra, STEM)
- a cafetorium with a stage and a dividable gymnasium with bleachers to provide flexible use
- large space functionality
- a focus on the needs of primary students for proximate access to bathrooms, the playground, and the arts and special classrooms
- a central location on the first floor for the school library
- the inclusion of a sensory room
- flexible and accessible intervention/small group spaces
- age appropriate outdoor playground spaces
- flex multi-purpose room on the second floor to allow for school-age childcare, fitness, fine arts, school and community events, morning childcare, recess inside, and flexibility for future programmatic growth.
