FAQ: Willard TWI

District 65 is consolidating the TWI programs from Bessie Rhodes and Willard and creating two TWI strands at Foster Elementary School. This means that beginning in the 2026-2027 school year, the TWI program will not be located at Willard.

We have received questions about next steps and want to make sure those answers are available to all. Frequently asked questions and answers are listed below. These will continue to be updated as we work through additional inquiries.

Acronym Key:
  • English Language Learner (EL) - Any student whose home language background is a language other than English and whose proficiency in speaking, reading, writing, or understanding English is not yet sufficient to provide the student with the opportunity to fully succeed in classrooms where the language of instruction is English.

  • Two-Way Immersion (TWI) -  Multilingual program in which native Spanish-speaking EL students and native English language speakers are brought together to develop high levels of listening, speaking, reading, and writing ability in Spanish and English. Neither group of students forego development in the native language as second language proficiency improves.

  • TWE (Two-Way English) - Native English speaker enrolled in the TWI program

  • TWS (Two-Way Spanish) - Native Spanish speaker enrolled in the TWI program and an English Language Learner

  • TWX (Two-Way Exited) - Native Spanish speaker who was formerly an English Language Learner;  the term "exited" indicates that these students have shown English proficiency through assessment and therefore "exited" the EL program. Additionally this term applies to students who come from a Spanish-speaking home but were not identified as needing EL services.
