FAQ: Willard TWI
District 65 is consolidating the TWI programs from Bessie Rhodes and Willard and creating two TWI strands at Foster Elementary School. This means that beginning in the 2026-2027 school year, the TWI program will not be located at Willard.
We have received questions about next steps and want to make sure those answers are available to all. Frequently asked questions and answers are listed below. These will continue to be updated as we work through additional inquiries.

Acronym Key:

English Language Learner (EL) - Any student whose home language background is a language other than English and whose proficiency in speaking, reading, writing, or understanding English is not yet sufficient to provide the student with the opportunity to fully succeed in classrooms where the language of instruction is English.

Two-Way Immersion (TWI) - Multilingual program in which native Spanish-speaking EL students and native English language speakers are brought together to develop high levels of listening, speaking, reading, and writing ability in Spanish and English. Neither group of students forego development in the native language as second language proficiency improves.

TWE (Two-Way English) - Native English speaker enrolled in the TWI program

TWS (Two-Way Spanish) - Native Spanish speaker enrolled in the TWI program and an English Language Learner

TWX (Two-Way Exited) - Native Spanish speaker who was formerly an English Language Learner; the term "exited" indicates that these students have shown English proficiency through assessment and therefore "exited" the EL program. Additionally this term applies to students who come from a Spanish-speaking home but were not identified as needing EL services.

Enrollment Options
- Does my child have to transfer to Foster TWI?
- Will TWI families who opt out of the move to Foster be allowed to stay at Willard if they live outside of the Willard boundaries (for example, Orrington, Kingsley, Lincolnwood, or Walker)?
- Do you think families should transfer to Foster TWI?
- Is this even about TWI, or are you clearing out space at Willard to pave the way for closures without needing board approval?

- Will having concentrated TWI strands be helpful for the TWI community?
- Will Foster Elementary offer music programs like the other elementary schools in D65 such as orchestra and band? (New 1/15)
- During Principal Berkel's, "Day in The Life of a Foster Student" presentation, she mentioned TWI only once. That bullet point read, "ACC reimagined will be present in TWI." What does that mean? (New 1/15)

Siblings
- What guarantee do younger siblings of Willard TWI students, who have not started kindergarten in D65 by the start of the 2026-27 school year, get to follow their older siblings to Foster TWI? Please specify for TWS, TWX, and TWE.
- Will D65 follow Board Policy 7:32 providing that “[s]iblings of students currently enrolled in a magnet program … will be given preference in their applications to that program”? Will siblings of current TWE students receive such a preference? (New 1/15)

Dual Language (Middle School TWI)
- Will kids who opt to stay at Willard be eligible for middle school TWI at Haven? What requirements must they meet to take part in that program in 6th grade?
- How many middle school TWI strands are planned at Haven? Will it be a dual strand? If not, how can you justify eliminating the single strand at Willard only to have a single isolated strand in the middle school setting?
Will kids who opt to stay at Willard be eligible for middle school TWI at Haven? What requirements must they meet to take part in that program in 6th grade?

Other Topics
- TWI is detailed as a magnet program on the D65 website. Why would it not be under the Board’s purview? I would think, at best, if it is considered programming AND a magnet program there would be some element of shared oversight.
- By the nature of a lottery system, you are “turning away” those that are not selected. Can the administration confirm that every student in the lottery is accepted into the program?
- I was on SAP II and SAP III. I am very aware of the recommendation for prioritizing double strands IN A SCHOOL CLOSURE SCENARIO. What about the other schools who will continue with only one strand?
- Why is it acceptable for a double strand school to be able to fluctuate in numbers, but it’s not acceptable for Willard to fluctuate by allowing 5th Ward, Bessie, and Willard families to elect where they’d like to go until they age out?
- Can you also provide the original Willard scorecard that includes Willard TWI children that Dr. Beardsley stated at the last board meeting was first produced but then revised to erase the data about TWI children? (New 1/15)
